NORTH HORR MCA TURA RURU ELEMA HONOURED FOR ADVANCING PEACE AND EDUCATION IN MARSABIT.

North Horr Member of County Assembly (MCA) Hon. Tura Ruru Elema has been recognised as the Outstanding MCA of the Year in Peace, Security, and Education Development at the Jamhuri Kenya Leadership Awards, in a ceremony presided over by Stephen Kalonzo Musyoka.
In an acceptance speech, the Marsabit legislator credited the milestone to years of deliberate efforts to restore stability and expand education access in North Horr Ward, a region historically affected by insecurity and limited infrastructure.

Elema paid tribute to the late Bonaya Adhi Godana, describing him as a source of inspiration whose legacy of unity and peace continues to shape leadership in the region. Godana, a former Cabinet minister, died in a plane crash while on a peace mission alongside other leaders from Marsabit.
Reflecting on past challenges, Elema recalled the intercommunal conflicts that rocked Marsabit between 2020 and 2022, leading to loss of lives and displacement. He said these experiences informed a renewed focus on grassroots peacebuilding initiatives.
“During my first term, North Horr experienced five years of peace without a single gunshot,” Elema noted, attributing the achievement to sustained community dialogue and inclusive peace efforts.
Upon assuming the role of Chair of the Security Committee in the County Assembly of Marsabit, Elema spearheaded a countywide leaders’ forum that culminated in a unified public declaration advocating for peace. He also oversaw the establishment of community peace committees bringing together representatives from all major communities, a move credited with fostering trust and enhancing conflict resolution mechanisms.

As a result, Marsabit County is currently enjoying relative stability.
On education, the MCA highlighted significant strides made under his leadership, including the expansion of Early Childhood Development (ECD) centres from nine to 30 across the ward. The initiative was driven by the need to align with Kenya’s Competency-Based Curriculum (CBC), which emphasises early learning.

Other interventions include the establishment of the ward’s only village polytechnic, acquisition of a school bus, and the rollout of the Ward Education Performance Initiative (WEPI). Through WEPI, schools have benefited from revision materials, remedial programmes, and improved access to laboratory reagents—efforts that have contributed to improved performance in national examinations over the past five years.

The ward has also seen the construction of a modern library to support learning among students.
Elema dedicated the award to the people of North Horr and Marsabit County, acknowledging the role of local communities, educators, and both county and national governments in supporting peace and development initiatives.
“This recognition belongs to every elder, youth, woman, teacher, and leader who has chosen peace over conflict and progress over division,” he said.

He reaffirmed his commitment to fostering unity, strengthening education systems, and ensuring sustainable peace in the region, urging continued collaboration among all stakeholders to secure a better future for coming generations.
