KENYA TO CHANNEL RAILWAY DEVELOPMENT LEVY TOWARDS COMPLETION OF EAST AFRICA RAILWAY CORRIDOR.

Kenya’s Cabinet Secretary for Roads and Transport, Hon. Davis Chirchir, has announced that the Railway Development Levy (RDL) will be utilized to finance the completion of the East Africa Railway Corridor — a landmark regional infrastructure project aimed at improving cross-border connectivity and trade.

Speaking in Nairobi during the kick-off Ministerial Meeting on the East Africa Railway Corridor, CS Chirchir revealed that approximately KSh 40 billion collected annually through the levy and ring-fenced for rail transport projects will be directed towards the completion of the corridor. The project is estimated to cost about USD 1 million per kilometre.

“The railway development levy has been instrumental in expanding our rail network. Allocating these funds to complete the corridor will help decongest our roads, reduce traffic accidents, and cut carbon emissions associated with heavy road transport,” said Chirchir.

The Cabinet Secretary was accompanied by his counterparts from Uganda and South Sudan — Hon. Fred from Uganda’s Ministry of Transport and a representative from the South Sudan Ministry of Roads. The regional leaders affirmed their commitment to the joint initiative, emphasizing its importance in promoting sustainable transport, trade integration, and regional development.

Hon. Fred lauded Kenya’s leadership in driving the project forward, noting that the corridor will be pivotal in linking the three countries to major ports and industrial zones. “This partnership will redefine regional logistics and enhance the movement of goods and people across East Africa,” he said.

Once completed, the East Africa Railway Corridor is expected to ease pressure on the region’s road networks, lower transportation costs, and boost intra-regional trade — key pillars of the East African Community’s integration agenda.
