SUDAN EXPANDS INDEPENDENT COMMITTEE TO INVESTIGATE EL-FASHIR VIOLATIONS.

The Sudanese Cabinet has issued a new decision expanding the composition of the National Independent Committee tasked with investigating allegations and violations that occurred in El-Fashir, North Darfur.
According to Cabinet Resolution No. (7) of 2025, signed by Prime Minister Mohamed Hassan Al-Ta’aishi, the move seeks to strengthen the committee’s independence and enhance the credibility of its findings. The decision was made pursuant to the Transitional Constitution of Sudan (2025) under Article (72h) and the Commissions of Inquiry Law of 1954.
The updated resolution amends the earlier Prime Minister’s Decision No. (6) by adding new members representing forensic medicine, the Ministry of Interior, and the military judiciary, ensuring a more comprehensive and multidisciplinary approach to the investigation.
Under the new composition, the committee will be chaired by Dr. Ahmed Al-Nour Al-Halla from the Public Prosecution Office, with Molana Dabka Ibrahim Mohammed serving as the rapporteur, and Molana Eid Ali Al-Baash as a member. Other members include Molana Adam Al-Quni Al-Labi from the Military Judiciary, a representative from the Ministry of Interior, a forensic medicine expert from the Ministry of Health, and a representative from the Darfur Regional Government.
The Prime Minister also retains the authority to appoint additional members at any stage of the investigation and to allow the committee to employ administrative staff to support its staff.
