SUDAN EXPANDS INDEPENDENT COMMITTEE INVESTIGATING EL-FASHIR INCIDENTS.

The Council of Ministers has announced an expansion of the National Independent Committee investigating alleged violations and incidents that occurred in the city of El-Fashir, North Darfur.
In a decision issued on November 3, 2025, under Resolution No. (7) of 2025, the Council invoked Article (72/H) of the Sudanese Transitional Constitution of 2025 and Article (3) of the Investigation Committees Act of 1954. The move seeks to strengthen the committee’s inclusiveness and ensure the independence of its investigations.
The decision, signed by Prime Minister Mohamed Hassan Al-Ta’aishi, amends a previous Resolution No. (6) by adding new members representing forensic medicine, the Ministry of Interior, and the military judiciary.
According to the updated structure, the committee will be chaired by Dr. Ahmed Al-Nour Al-Hala from the Public Prosecution Office, with Molana Dabaka Ibrahim Mohamed serving as rapporteur, and Molana Eid Ali Al-Baash (Public Prosecution) as a member. Other members include Molana Adam Al-Qouni Al-Labi (Military Judiciary), a representative from the Ministry of Interior, a forensic medicine expert from the Ministry of Health, and a representative from the Darfur Regional Government.
The decision also authorizes the Prime Minister to appoint additional members at any stage of the investigation and allows the committee to employ administrative staff to facilitate its work.
The resolution takes effect immediately from the date of signing — November 3, 2025.
