NAIROBI, December 18, 2025. President William Ruto has unveiled a comprehensive affirmative action package aimed at transforming the lives of Kenya’s ethnic minorities and marginalized communities. Speaking during the World Minority Rights Day celebrations at State House, Nairobi, the President reaffirmed his administration’s dedication to correcting historical imbalances through targeted social protection programs and equitable development strategies.

The centerpiece of the announcement is a new Sh500 million national scholarship program designed to provide high-level education opportunities for students from underserved backgrounds. To further bolster the education sector, the President committed an annual allocation of Sh200 million specifically for the improvement of schools and mid-level colleges in marginalized regions, ensuring that infrastructure in these areas meets national standards.
In addition to educational support, the government is extending a critical lifeline to the healthcare sector. President Ruto announced that the State will now fund health insurance for 200,000 vulnerable individuals within minority groups. This move is intended to provide a safety net for families who have historically struggled to access affordable medical care due to geographic and economic barriers.
The celebrations also marked a milestone in governance with the official launch of the National Policy on Ethnic Minorities, Indigenous and Marginalised Communities (2025–2035). Recently approved by the Cabinet, this ten-year policy framework acts as a roadmap for the integration of these groups into the national agenda, ensuring their rights are protected through inclusive policies and structured development for the next decade.
