SUDAN ESTABLISHES INTERIM JUDICIAL COUNCIL TO STRENGTHEN RULE OF LAW.

Sudan’s transitional government has taken a significant step toward judicial reform after Mohamed Hamdan Dagalo, Chairman of the Presidential Council, issued a decree establishing an interim judicial council aimed at تعزيز the independence of the judiciary and reinforcing the rule of law.
The decision, issued on Sunday under Decree No. (3) of 2026, appoints an 11-member “Interim Judicial Council” tasked with overseeing key judicial functions during the country’s transitional period. The council will be chaired by Omar Jadoo Hamed Juma, with David Koko Toto Abdullah serving as deputy chairperson.
Other members include Issa Babiker Hussein Abdullah, Sayedah Yousif Tiya Yousif, Mohamed Al-Mukhtar Al-Nour, Yasser Ahmed Suleiman Farajallah, Hatim Al-Yas Musa Mohamed, Kamal Deifan Babiker Tamoun, Abdelbagi Shahto Ali, Abdelmajed Aboud Yousif, and Yaqoub Ibrahim Al-Bashir.
According to the decree, the council will play a central role in nominating the Chief Justice and their deputies, the Attorney General and assistants, as well as the رئيس and members of the Constitutional Court. It will also be responsible for organizing and completing the institutional structure of the judicial السلطة, while issuing recommendations to enhance the efficiency and independence of transitional justice institutions.
The Interim Judicial Council will remain in place until permanent bodies, including the Supreme Judicial Council and the High Prosecution Council, are established and relevant laws governing the judiciary, prosecution, and Constitutional Court are enacted.
The decree also provides for the appointment of a council rapporteur responsible for documenting proceedings, maintaining records, and overseeing administrative and organizational functions under the supervision of the council chairperson.
The Presidential Council has directed all relevant authorities to implement the القرار and ensure its effective execution.
The formation of the Interim Judicial Council marks a critical خطوة in Sudan’s broader efforts to rebuild its judicial system, strengthen institutional independence, and uphold accountability during the ongoing transition.
